This expression is thought to derive from the King James' version of the Bible (c. 1600), Isaiah, 52:8:
“Thy watchmen shall lift up the voice; with the voice together shall they sing: for they shall see eye to eye, when the Lord shall bring again Zion.”
According to some scholars, it's a misuse of the sentence. In fact, in later versions of the Bible, “see eye to eye” has been replaced with “see with their own eyes.”
